Task UI in partner portal?

Hello. I am reading IP16 bookshelf and it says "You cannot use Siebel Task UI with a customer facing application. It requires a High Interactivity (HI) client that supports ActiveX." what doesn't make any sense for IP16. I expect TaskUI should be available in customer applications? Could you please confirm if Task UI is officially supported with customer applications, as partner portal?
