Can I still create expense items without a full install of Inventory? We do not want to track quant

We have not licensed Inventory but want to create expense items to use for catalogs in Self-Service.  We're not tracking quantity, don't need sub-inventories just want to use our own item numbers for some things in local catalogs.  Use to be able to do this with a shared install of inventory in eBS but is it possible in Cloud?
