Are there alternatives/custom scripts to replicate what "SLA Secondary / ALC Ledger Historic Upgrade Program" does?

Below is a detailed issue description:

1. There is a GL Primary Ledger using a custom SLAM.

2. This custom SLAM of GL Primary ledger has the US Chart of Accounts as the Accounting Flexfield and Transaction Flexfield for the AADs of Payables & Asset applications.

3. We created a Secondary Ledger that uses a Local COA. Since the secondary ledger has a different COA than Primary, the custom SLAM does not come up in the LOV of the Secondary Ledger.

4. As a consequence the "SLA Secondary / ALC Ledger Historic Upgrade Program" program fails when run from AP and FA responsibilities. According to below metalink Doc, this is standard Oracle behavior:
