Accounting Distribution Information DFF on Receipt distribution line - cannot update

Question regarding the Accounting Distribution Information DFF on Receipt distribution line - sometimes we can update this from the screen but sometimes not. Do not see any security rules defined. Does the apps do it depends on the status? What could be the reason?
