Usage of Global Segement Validator section in PER_AG_DFF.

I can see a new section called -"Global Segments Validators " while adding a DFF in PER_ASG_DFF.  The section has following fields -Validator code, Validator expression, error message and Description. I am not what is the usage for this section. Can anyone help.
