EPM Export to excel not working with Windows User access control turned on

Recently upgrade from 11.1.2.2 to 11.1.2.4 and whenever we export a report to Excel, it's not prompting for login to EPM and just opens up Excel.  When we turn off User Access Control in Windows, we get the prompt to enter credentials and am able to export the report to Excel.  We have OAM setup with EPM.
