Not able to create the Value Objects for BSSV

Hi,

I installed the JDeveloper 11g on my fat client and I created a test BSSV from OMW, but I am not able to create the value objects as NEW option is disabled.

Please find the attached screenshot, Could anyone of you help me to figure out what was the issue.
