Embedded BIP Using Text Boxes

I am using text boxes to fill the lines down the pages so I don't have to use liner per page code and determine a number of lines per page.  I have used this at other clients and it works nicely and  I can highlight all of the text boxes and move them up or down and adjust the height to get them to where I need to for the start at last page first section.  The only issue I have is it leaves a space at the top of the detail section and when I tried to move the
