BIP Install Not Allowing Preview PDF

At one of my clients everyone installed BIP and most of them don't have issues.  I was working with one of them and we got the tab to appear but when he clicks Preview>PDF it just sits there and nothing comes up and he has the XML loaded to the template to test.  If he clicks Preview>RTF it works fine.  He confirmed he has Adobe Reader and he opened another PDF by double clicking.  Does anyone know what would be causing View PDF not to work.  I had him restart and make sure nothing was running and it still didn't
