What is the purpose of UDC 07/SS?

Hello,

Can you please refresh my memory as to the purpose of UDC 07/SS School District Codes?  Why do we have to manually set these up when Vertex already has the School District Codes? Our users enter these manually with one description, which can be different than what Vertex shows for the same school district code description, and we all find it very confusing!   Which one is used for the pay stub?
