Ship Confirm - Record Lock prevents Order Status Update

We have been having an issue for the last week or so with some of our ST orders when they're being ship confirmed.  We have orders with multiple lines on the same shipment.  When they ship confirm the shipment, all of the sales order lines get processed and inventory gets relieved but it leaves the first line of the sales order at status 560 instead of 575.  It sales ledger shows that the line was updated to status 575 but the F4211 is at 560. 

We had seen this issue in the past and found that it happened when the users printed the packing slip before they ran the ship confirm.  The packing slip caused a record lock which prevented the status of the first line from being updated.  In this recent situation, that isn't the case.  We can see that in every case, the packing slip is being printed after the ship confirm completes.
