BY19 MITBC XML File - Updates

This post will list all changes to the OMB300a.xml file since the original publication:

addInvestment --> businessCase-add:capitalAssetPlan --> businessCase --> add:lifeCycleCosts --> businessCase-add:planningbudgetaryResourcesBY_2 should be mapped to MITBC: SOF BY+2 OM FTE Cost and not MITBC: SOF BY+2 OM FTE Cost0

addInvestment --> businessCase-add:capitalAssetsummary --> businessCase-add:investmentDetails --> businessCase-add:programCodeFPI should be mapped to OMB: Federal Program Inventory Code XML and not MITBC: Federal Program Inventory

updateInvestment --> businessCase-update:capitalAssetsummary --> businessCase-update:investmentDetails --> businessCase-upate:programCodeFPI should be mapped to OMB: Federal Program Inventory Code XML and not MITBC: Federal Program Inventory

1/2/2018 - Updated the updateInvestment section to not include Investment Start and End dates.  These tags can now only be sent with a new investment or with an Operational Rebaseline.
