Plan not available for enrollment after importing using Plan Design Copy - Import

Hi,

We are using Standard Benefits. I used the Plan Design Copy to export the plans from 1 instance and imported it to another instance.

Q1 - After the import completed successfully, the plans got created using Pending status. Is this normal and standard behaviour? I changed it to Active and saved it so that I can use them for enrollment?

Q2 - After changing the status to Active, I am still not able to enroll any employee in the plan. IN the source instance, I can use the plan and enroll people. I used the same date and same employee in both the instances. In the Target instance, when I go to Benefits service centre and try to enroll the employee, the plan doesn't show up in the list of plans.
