R75A0101 not selecting/processing any records (from ticket 3-1550647485)

We thought we had figured out the first piece to the
puzzle.  We noticed that field F75A0140
DCPR  = 'D' (that raises another question
which I will get to in a minute) so we SQL cleared the field but the program
still does not select any records.
