Terms and Conditions with double column format

Hello,

I have an working existing Purchase Order report on BI Publisher which is part of Oracle Business Intelligence 11.1.1.7.150120

Now the user want to add Terms and conditions at the end of each PO that is printed. They have provided us with an RTF file in that uses Word's 2 column format.

I tried following steps outlined in https://blogs.oracle.com/xmlpublisher/here-are-my-terms-amp-conditions  but cannot seem to make this work.

Would appreciate if someone can provide sequence of steps to be following in Word 2013 to add the Terms and Conditions to this report. If someone has an example, I can also try to learn from that.
