How to issue single Item/Material against multiple work orders?

suppose we have a one item code for FREON Gas with UOM as EACH. 1 Gas cylinder contains 13.6 KG gas

Now physically this gas has been issued (1 KG to each AC) to multiple AC Assets.

We have created separate work orders against that all individual AC assets. Now we want to issue 1 KG Gas Item to all individual work orders. How to do this?

Note-We don't want to create/maintain item code with UOM-KG
