Rebate not writing to F4079

HI,

I'm having difficulty having R42800 update the F4079 for a rebate.  It will write a record if the qty on the sales line is above the threshold, but not below.  My understanding from Rebate Adjustments in Advanced Pricing for Sales (R42760 / R42770 / R42780 /P4072) (Doc ID 625576.1) states that a F4079 record was written for every line that contributed to the rebate amount and when a threshold was reached, F4078 records were written.  The only time I get a F4079 record is when the Price History shows a rebate adjustment (which is above the threshold defined).  See attached screen shots of setup.
