What trigerrs change in fnd_user.Encrypted_Foundation_Password and fnd_user.encrypted_user_password

Hi:

I am writing a custom program for track changes in user password for ebs user.

I wanted to know when and what triggers changes in fnd_user.Encrypted_Foundation_Password and fnd_user.encrypted_user_password is it only when user change their password or anything else also triggers  changes/update to the feild?
