omspatcher fails after Patch 25869659 WLS PATCH SET UPDATE 12.1.3.0.170718

After application of Oracle recommended Patch 25869659: WLS PATCH SET UPDATE 12.1.3.0.170718, omspatcher fails trying to analyze or apply any patch. If the WLS patch is rolled back, omspatcher works again.

EM Version 13.2

Error:

OMSPatcher failed to establish JMX connection to weblogic server

OMSPatcher failed with error code 231

Has anyone else applied this WLS patch and then tried running omspatcher?
