How to sync MS Outlook 2016 and Oracle EBS

I've walked through the steps of how to synchronize JTF (Sales Calendar) into Outlook Mail.  I've "Run the "install.bat" file" as suggested by others.  The Oracle tab in MS Outlook 2016 is not available to continue the set up. 

Is there a solution to sync MS Outlook 2016 and Oralce EBS to be able to import, export, and manage contacts?
