COUNTRY_CODE List Of Values for Bulgaria and few others are missing in Vanilla Siebel IP 2015

Dear All,

We are seeing a strange issue, where in Siebel Vanilla Application, COUNTRY_CODE List of values are  not defined for country "Bulgaria". We can see the country "Bulgaria" is been listed in  LOV_TYPE: COUNTRY  but not in the COUNTRY_CODE.

Thats interesting where as in UCM these values are available as part of Vanilla seed data,

Any inputs on this issue would help us. Do ORACLE purposefully limited the Country codes to have a short list of countries as part of vanilla ?
