Order Import Error - Unable to determine the Country code for the Location id: 137139 and Location t

Hi All,

We have 12.1.3 instance. We are trying to import order using API oe_order_pvt.process_order.

It is giving the following error code:

Unable to determine the Country code for the Location id: 137139 and Location type: POO

There is no record in hz_locations with that ID. The location we are using has country = Hungary (HU).

Proper records exist for country "Hungary" in FND_TERRITORIES as well as HZ_GEOGRAPHIES.

I have no idea where this error is coming from and what it means and how to resolve it.

It is escalating into a P1 issue, any urgent help is greatly appreciated.
