Patch Recommendations are not available following Upgrade to OEM 13.2

I just completed an upgrade of OEM from version 12.1.0.5 to 13.2.0.0.0. Now I'm looking to patch the new installation. On the "Patches & Updates (Offline Mode)" screen it says "Patch Recommendations are not available". The "Learn Why..." link does not provide any useful information for solving this issue. This OEM instance is run in Offline Mode. I have reloaded the latest em_catalog.zip file and the Updates Catalog (patch 9348486). The Refresh_From_My_Oracle_Support_Job ran successfully. All Management Agents are upgraded to version 13.2.0.0.0. I am logged into OEM as SYSMAN. I do not have OCM running anywhere that I know of. Patch Recommendations where working before the upgrade. Could there be some patches that I need to apply to get the Patch Recommendations working?
