slow peoplesoft query in 12.1.0.2 DB

Hi All,

Attached people soft sql query running too slow on 12.1.0.2 database.

sql monitor report is below as well attached. Please advise ,how we can improve it , can this be rewritte in peoplesoft or its auto generated in peoplesoft.

can see cardinality estimation too wrong here.
