Discrete Job Operation Moves

Thoughts on how to prevent users from moving more than one interopration step at a time. The fabrication area is fighting incorrect discrete moves. For example someone might be moving from operation 10 to operation 30 and skipping over operation 20. Are there ways to prevent this?
