Tax rules for tax rate determination are not considered

I am trying to make a Tax Classification Code act like a Tax Group in 11i.

To do this I have 3 Tax Classification Codes, where one serves the purpose of a Tax Group and the two others are the tax rate codes I would like as result. The two tax rate codes belong to different taxes within one regime.

I use tax rules to determine applicability and to determine tax rate, I attach setup screenshots.

The rules to determine tax rate use a Tax Classification Code condition set and simply says when input equals classification code A, result is classification code B.
