Specs in DB and Media Object in DB for 9.2.1.4

Is the movement of C codes into data base tables and media objects and attachment to database tables part of the Tools Release upgrade process from 9205 to 9214?

If yes, which step do they belong to? The initial ESU or the ASI? Or does this need to be done after the tools upgrade process is complete.

Also since presumably this will take a long time, do we need an outage for this process?

we are on app 9.1 and doing tools release upgrade from 9205 to 9214, starting with DV environment.
