Creation of dropshiporders using REST Web Services

Hi

We are creating dropship orders using Order API and REST Webservices from external systemt.
Inorder to progress the order further after bookign we have tried below options and given results

1.In OM System Parameters
  We have not given value for this option Requestor For Drop Ship Orders Created By External Users
  And used application user who is buyer using rest webservices Though we are able to book order we are not able to progress the order further like
  creating PO releases.
 
2.In OM System Parameters  We have  given value of Buyer for this option Requestor For Drop Ship Orders Created By External Users
