BY19 MITBCD XML File - Updates

This post will be used to list the updates made to the 300b.xml file since the original publication:

1. businessCase-update:addPerformanceMetricActual --> businessCase-update:agencyPerformanceMetricID should be mapped to MITBCD: Performance Metric Actual Performance Metric ID

2. businessCase-update:addPerformanceMetricActual --> businessCase-update:agencyPerformanceMetricActualID should be mapped to MITBCD: Performance Metric Actual ID

8/30/2017 - Updated xsl file posted to fix an issue with performance metrics being submitted as part of a rebaseline

9/1/2017 - Updated xsl file again to fix the order in which performance metrics were being submitted as part of a rebaseline.

9/9/2017 - Updated xml file - both instances of businessCase-Update:operationalAnalysis --> businessCase-Update:analysisConclusion are now mapped to MITBCD: Operational Analysis - Most Recent Conclusion Code
