TNS PROTOCAL ADAPTER ERROR WINDOWS - Dont Dismiss please

Don't dismiss this as other TNS issues please.

I thought this was the same issue as other TNS problems reported but this may be different. I am getting the error below when I issue lsnrctl status

So I researched for a few days on the same trying various solutions. I checked if the listener service is running on windows and yes it is running

I tried to start the listener without the listener.ora file but the problem persisted. I tried to start the listener with the existing listener,ora file but the result was the same. When I try to drop the listener in netca and netmgr the options are inactive. I cant delete the existing listener. Applications can connect remotely to the database so there is a listener running. I can also connect from a remote server to sqlplus as shown here
