Scheduled processes (recurring process, Tender time out) not running in OTM 6.4.2

We are having issues with the scheduled processes in OTM 6.4.2 Below are two of them that are not working
- Recurring processes are not executing
- e.g. A new recurring processes is scheduled every 1 hour to notify support of a business exception. The process never gets executed and the notification never gets sent.
- Tenders are not timing out
- e.g: we tender a shipment at 9 am and response is expected at 11 am. Even after 11 am, the tender stays in the outstanding status and shipment in SECURE RESOURCES TENDERED status. However it should have timed out.
For both these processes, we see entries in the process_control_request table. We even see in the log that the tender timeout workflow has been initiated successfully.
