Security rules not working for MOAC responsivbility in R12.1.3

Security rule is not working in MOAC responsibility - user can enter/save/complete transaction/distribution with not eligible segment value (for a different org. unit). SR (3-9846000056) was opened in 2014, Enhancement Request #13600159 but could not find any status currently on this. Was it fixed in R12.2? Anyone? Thanks.
