Server Manager console home with websphere

Our SM console runs on websphere, we use a separate server SM(not dep server).

When I see the management home console, i do not see a STOP button.(stop button is there for all other agent home)

Is this normal? Is it because we cant stop or start the SM console from the console itself and can only do it by restarting the windows service for the console on the server box?

Or should there be a stop button here?

We are on TR9205 App9.1
