Issue in installing Oracle Workflow and Report Builders on Windows 10

I’m trying to install Oracle Workflow Builder Client 2.6.3.5. It failed with this.

"Checking operating system version: must be 4.0, 5.0, 5.1 or 5.2. Actual 6.2". I had Workflow before installed and is working but was uninstalled. Now, I cannot install it again. I have attached some information.

Any help will be very much appreciated.
