dbca 12.1.0.2 Jul 2017 PSU applied cannot create a database

We have 12.1.0,2 July PSU 2017  GI and RDDBMS homes (applied  2017 July 18 PSUs, then July 30 PSUs and then July PSU released on 14 AUg 2017) and in all cases dbca does not work and cannot create a 12c database.

As soon as we start dbca it gives the following error:

" Error in process:$ORACLE_HOME/bin/orapwd:

Symbol lookup error: $ORACLE_HOME/bin/orapwd undefined symbol: slsprom

Due to this failure some Database Configuration Assistant features will not be available.

Do you want to continue?"

And options are continue or cancel.

On selecting continue it lets you specify all relevant slelections to create a db and then proceeds to creating it. It registers the dabase with Oracle Restart and then fails when creating a db instance with similar error like at the start (symbol lookup error - undefined symbol slsprom).
