Sales agreement approval workflow not working

Hi,

I am facing the issue on sales agreement approval workflow. I have set Fulfillment flow to 'Sales Agreement Flow - Generic' and Negotiation flow to 'Negotiation Flow - Generic with Approval' on transaction type. In approvals, i have selected the transaction phase to negotiation.

But when i created sales agreement and then click on submit draft the status changes to Active. The sales agreement is not going for approval.

Please help if i missed some steps for configuring this process.
