Has anyone experienced a user not picking up Default OU mapped to specific service Responsibility?

I have an issue where a user seems either to be retaining the OU from a previous Responsibility or not picking up the Default OU which is set through the various Profile Options when switching between Resps of differing OU's/Orgs. The result of this is that the user sees all SR Types mapped to resps of other OU's when creating a new SR or attempting to change the type of an existing one. This is intermittent and does not happen to me (the functional consultant), although I did see it once or twice in previous environments at the same project.
