MGMT$DB_USERS refresh with users from all databases.

we have created a clean install of OEM 13c.   The MGMT$DB_USERS view is only populated with the new users that have been created since we created the new OEM 13c repository.   How do we add / refresh the MGMT$DB_USERS with all of the users from all of our databases?    Cant' find any documentation that tells how to do this.
