How to run an FSG report from two ledgers

We are upgrading from 11.5.10.2 to 12.2.5. We have financial statements that have columns from two different ledgers. In order to run the report, I setup a ledger set for the two ledgers and assigned the access set to the ORM responsibility. When I run the report, if I change the default ledger in the heading of the simplified FSG submission to the ledger set, then report runs but terminates with a signal 11.

If I update the segment values to use the ledger set, then the values returned in the statement are doubled. In the column set definition, the ledger is part of the account string. Apparently when I update the ledger in the segment overrides, it causes the column to pull from both ledgers.
