Oracle client installed component

Anyone tried to install Oracle client 12.2 on windows ? I found that when installing a component "Oracle connection Manager" A listener service is registered on windows Service. and port 1521 is listening What's the purpose of the listener ? And what's use for oracle connection manager for windows just act as an client?
