Turbo mode, requirement to enable?

I have a customer that is testing an ODA, and have observered that the cpu are not clocking up under load.

We really need to check on this:  

Turbo boost was not enable prior to the Linux OS Version Upgrade to 4.1.12-61.

The server’s is question have the Haswell chipset with overclocking enabled.  The increased clock rate is limited by the processor's power, current and thermal limits, as well as the number of cores currently in use and the maximum frequency of the active cores. When the workload on the processor calls for faster performance, and the processor is below its limits, the processor's clock will increase the operating frequency in regular increments as required to meet demand.
