Opening Attachments in Oracle EBS 12.2.6

In Oracle EBS 12.2.6, we are unable to open attachments assocaited with requisitions, purchase orders and invoices.  When the attachments icon is clicked, the cursor spins and then nothing happens.  Has anyone else experienced this issue?
