How to change the login page background color on 12.2.5

With 12.2.5, the login page is no longer a framework page. All I want to do is change the background color on the dev environment so users know they are not in PROD. The documentation says to create a custom-login.css page and I changed the color in the file but it is not taking effect. How do I change the background color of the login page for Oracle EBS 12.2.5?
