Performance Management SMART goals

We're working on setting up Competency Based Performance Appraisals. We want to include SMART goals that are individual to each employee in the appraisal rating. Has anyone used Performance Appraisals in this way? We've been able to successfully setup the competencies that are assigned to larger groups and process the appraisals through to complete, but are struggling with the best way to handle the items assigned at the employee level.
Our thinking is we have to setup Job Competencies that would be broad, for example Annual Goal 1, 2, etc.
We would then setup Employee Competencies that would be the specific SMART goal assigned to the employee, for example, a training competency for a specific class.
