R31804 will not create IV entries in the F0911

We are testing our 9.2 conversion.  The AAI's are set up the same as our Production 9.1.  The WIP accounting R31802A is working fine.  The P31022 (F3102) shows there is a difference, but when we run the R31804 in proof or final, there are no IV's created.  What else should I check?  The PPFG in F4801 is at a 1 after the R31802A has been run.  Once the final mode of R31804 is run, the PPFG goes to a 3. We have reviewed doc 625978.1 and do not understand what is going on with the IV.  Any direction would be most helpful.
