Unable to connect to Siebel gateway server

Installed Siebel IP2016 on Linux server

1)Install and configure Siebel Gateway Name Server- completed

2)Configure Siebel Enterprise- completed

3)Configure Siebel Web Server Extension (SWSE) logical profile-completed

when i try to configure siebel server by sourcing

cd /app/gtwysrvr/ . .siebenv.sh

cd /app/config

config.sh -mode siebsrvr

Unable to connect to gateway server error

siebenv.sh file was not created in /app/siebel/siebsrvr directory to source siebel server environment variables.
