Oracle Quality : Collection Plan : Action : Display a message to the operator

My requirement is to Display a message to the operator, when transaction amount is greater than 1000, and Message should include Item & Transaction Amount

Collection Plan Name : COLLECT1

Collection plan elements -

1. Item - ITEM A

2. Qty - 3 Nos

3. Remarks - SCRAP

Item Cost - 500

When user enters Item and Quantity and if Transaction amount is  greater than 1000 Message should be display to Operator as below

'ITEM A HAVING TRANSACTION AMOUNT 1500, PLEASE CHECK AND THEN PROCEED'
