How to change Resource Breakdown Structure on existing project?

We are on 12.1.3. We've only ever had one Resource Breakdown Structure. I have now created a new RBS (my first time).

I have added the new RBS to a project on the Project > Setup > Resource Breakdown Structures page; marked it as the primary RBS; and verified that it is chooseable on the Reporting page > View Resource Summary.

However, when I choose the new RBS on the Resource Summary page, it displays no data.

What can I do to make performance data available grouped by this new structure?

* The version is frozen and flagged as Current Reporting.

* I ran "PRC: Process Project Structure Updates" for the project just in case.
