RPAS patching issues

I am receiving this message in my attempt to patch an RPAS MFP environment. 

EXCEPTION: ../../DomainUtilities/ldrule/RuleConfigurator.cpp -- unexpected exception.

<E 2017Aug28 18:57:21.311> DimRegistry::updatePositions failed for 'rule'. Capacity is 65536 with 16 bits but the final size after add is 65537. Run 'reindexDomain -d <dompath> -dimSpec rule -force' to reclaim fragmented space.

I ran a reindex on the loc, prod and clnd heirarchy then tried to repatch the configuratation by got the same message.  I know it has nothing to do with the configuration because I attempted to repatch the current configuration that is in place and received this message.  If this is a reindexing issue why isn't the reindexing resolving it
