What is PADT in Leave Rollover code in Advanced PDBA setup

I have checked the Leave Rollover code in the Leave accrual and it was set up to base on PADT (Date when enrolled in the PLan). What does this mean and what date does it refer to? What is the impact of leave accruals if based on this and not on DST or date hired?
